The Mage
Although mages are often chosen by new players to World of Warcraft they can be difficult to level for an inexperienced player. The ability to cast spells and deal damage attracts the new player and they are the most popular and easiest character to help you get acquainted with Azeroth and WoW at large.
Along with all the positive reasons to pick a mage class for your character they are very difficult to level up for a newbie. However, in the hands of an experienced player a Mage can race up the ranks in record time.
Of course even a newbie Mage can get up the levels fast by using a good in-game guide. Although an in-game guide will not be specifically a mage leveling guide it does hold all quest knowledge you need to level up fast and get much needed items and equipment!
In-game guides are not race dependent but are faction dependent. So, you need to get a horde or an alliance in-game guide.

Levels 1 to 9
Leveling from 1 to 9 with a Mage can be very frustrating and slow. You will probably die a lot!
In these early levels all you have is a Fireball which causes minimal damage and you just have to keep hitting your enemy with it until they die. Eventually you will get upgraded to Fireblast which is a lot better.
At level 10 you have to complete a race specific quest in order to obtain a free staff or orb.

In Cataclysm Night Elves will be able to become Mages. Until then though, the mage class is not available for any other race except those mentioned above.

Levels 16 and Above
At level 26 you get the chance to upgrade you robe to an Adept's Robe. You just have to finish a few simple quest lines to collect items to exchange for your robe.
At level 30 you get the opportunity to get a fairly decent wand by merely getting a Rituals of Power book from the Monastery library for Tabetha.
I highly recommend that you get an in-game guide if you plan to get to higher levels with your mage. This is a notoriously difficult class to level. However, when you do get to higher levels the rewards are well worth it!
As well as the in-game leveling guides you may wish to consider using the PvP Bible. This guide is an excellent resource for builds that help you in PvP and PvE.
